Tabitha Allen

Co-Chair

Tabitha joined Tenderloin Housing Clinic in October 2009 as a Support Services Manager and later assumed management roles in both the Property Management and Support Services Departments. Tabitha currently serves as the agency’s Deputy Director. In addition, Tabitha is an active member of the Supportive Housing Providers Network (SHPN). She has over 20 years of experience working with organizations that provide support to the homeless population and people recently released from incarceration. Tabitha began her career providing Case Management services at the East Oakland Community Project. After six years, she moved on to Centerforce, where she provided case management services to individuals transitioning from incarceration.

Lauren Hall

Co-Chair

Lauren Hall is the Co-Founder and Co-CEO of DISH (Delivering Innovation in Supportive Housing), a San Francisco–based nonprofit dedicated to providing permanent supportive housing for individuals experiencing chronic homelessness. She also serves as Co-Chair of the San Francisco Supportive Housing Provider Network (SHPN), where she collaborates with local providers to advance policy, funding, and system improvements that strengthen the city’s supportive-housing landscape.

With a career rooted in equity, housing access, and person-centered care, Lauren is committed to creating stable, dignified housing opportunities and driving long-term solutions to homelessness in San Francisco.

Cody Keene

Public Policy Manager

Cody Keene is the Public Policy Manager at Delivering Innovation in Supportive Housing (DISH SF), where most of his work is carried out on behalf of the Supportive Housing Provider Network (SHPN). Cody has been with DISH for six and a half years and brings nearly a decade of experience in the nonprofit sector, including prior work at Tides, DISH’s former fiscal sponsor.

Cody is deeply committed to advancing people-centered, non-punitive approaches to addressing homelessness. His work focuses on building collaboration across communities, service providers, and policymakers to create solutions that are grounded in dignity, stability, and lived experience. Cody believes that how society treats its most vulnerable communities is a direct reflection of who we are.
